Adam Ferguson’s imperial thought casts new light on the age-old republican dilemma of the tension between empire and liberty. Generations of republican writers had been haunted by this issue as the decline of Rome proved that imperial expansion would eventually ruin the liberty of a state. Many eighteenth-century Scottish thinkers regarded this as an insoluble conundrum and thus became critics of empire. Ferguson shared their basic views but, paradoxically, was still able to defend the British Empire in the debates over (...) the American Revolution. His argument effectively offered a viable solution to the republican dilemma, which distinguished him from his contemporaries. In light of this, I argue that political representation was the pivotal conception for Ferguson to make empire and liberty compatible. Current COVID-19 pandemic and previous SARS/MERS outbreaks have caused a series of major crises to global public health. We must integrate the large and exponentially growing amount of heterogeneous coronavirus data to better understand coronaviruses and associated disease mechanisms, in the interest of developing effective and safe vaccines and drugs. Ontologies have emerged to play an important role in standard knowledge and data representation, integration, sharing, and analysis. We have initiated the development of the community-based Coronavirus Infectious Disease Ontology (CIDO). (...) As an Open Biomedical Ontology (OBO) library ontology, CIDO is an open source and interoperable with other existing OBO ontologies. In this article, the general architecture and the design patterns of the CIDO are introduced, CIDO representation of coronaviruses, phenotypes, anti-coronavirus drugs and medical devices (e.g. ventilators) are illustrated, and an application of CIDO implemented to identify repurposable drug candidates for effective and safe COVID-19 treatment is presented. Ong, Caroline In February 2014, the Belgian parliament passed an amendment to the Belgian Act on Euthanasia of May 28th, 2002 removing the age limit of those requesting euthanasia provided that they have discerning capabilities and their parents approve. After mentioning briefly the arguments against legalising euthanasia, this article questions the ethical validity of removing the age limit, as well as the presumption that ending lives prematurely allows people to die with dignity. The distinctness of each person’s life and experience is an important consideration in dominant accounts of how democratic institutions should distribute basic rights and liberties. Drawing on recent social movements, philosophers like Iris Marion Young, Miranda Fricker, and Axel Honneth have nonetheless drawn attention to the distinctive claims and challenges that plurality and difference entrain in democratic societies by analysing how the dominant discourses on rights and justice tend to elide, obscure, or reify the lived experiences of individuals belonging to (...) disadvantaged and oppressed groups. In this essay, I offer an independent justification for why we should take such lived experiences seriously. I show how the lived experiences of disadvantaged and oppressed individuals can be a resource for deep and meaningful social change. I propose a distinctive kind of social change in which the disadvantaged and oppressed themselves drive the process of transformation whereby they change the oppressive frames of difference relating to their race, class, sex, or ability. I call this kind ‘organic social change’. I also show that organic social change is distinctively important in that the disadvantaged and oppressed get to enact an empowering mode of cooperation that harnesses their singularities when they are the ones driving the process of their own and one another’s transformations. Ong, Caroline Whilst the reason and purpose of suffering may never be fully understood, there are ways of enduring, transcending and growing resilience to how it affects us. Our experience of suffering lies in the web of perceptions that involve our physical, spiritual and cosmological beliefs. Referencing Pain Seeking Understanding: Suffering, Medicine and Faith, edited by Margaret E. Mohrmann and Mark J. Hanson, this article gives a brief exploration of some propositions as to why an all-powerful, good God would allow (...) suffering to exist. From these various perspectives and using examples cited in the book, the article proposes that the healing art of medicine, honed through years of experience, knowledge and wisdom, can help individual patients endure and transcend suffering, and be whole once again. It can be described as the state of being distressed when one is unable to act according to what one believes to be morally right. It may compromise patient care, the health professional involved and the organisation. Cumulative experiences of incompletely resolved moral distress - a phenomenon which is called moral residue - may leave us susceptible to more frequent (...) and more severe moral distress. Clear open communication, respect, inclusivity, openness to differences, compassion, support, education and the capacity to grow in self-awareness are key aspects in minimising moral distress. Early recognition of its symptoms and addressing both personal and external constraints of actions can also minimise moral residue and build resilience to further distress. (shrink)

Whether we believe in God or not, the views of the Catholic Church make a significant contribution to this debate. The Church does not support the deliberate killing either of oneself or another person. It also emphasises our moral obligation to respect life and to uphold the dignity of each person.

When a widely reused ontology appears in a new version which is not compatible with older versions, the ontologies reusing it need to be updated accordingly. Ontobull has been developed to automatically update ontologies with new term IRI(s) and associated metadata to take account of such version changes. To use the Ontobull web interface a user is required to (i) upload one or more ontology OWL source files; (ii) input an ontology term IRI mapping; and (where needed) (iii) provide update (...) settings for ontology headers and XML namespace IDs. Using this information, the backend Ontobull Java program automatically updates the OWL ontology files with desired term IRIs and ontology metadata. The Ontobull subprogram BFOConvert supports the conversion of an ontology that imports a previous version of BFO. A use case is provided to demonstrate the features of Ontobull and BFOConvert. The diabetic foot is a global threat to public health because it can result in infection and amputation, as well as cause the patient to experience considerable pain and incur financial costs. The condition of patients with diabetic foot in North China is distinguished by more severe local ulcers, a worse prognosis, and a longer duration of disease than that of patients with diabetic foot in the south. Through appropriate preventive measures, the diabetic foot can be effectively avoided. This paper examines the fortunes of non-European philosophies in histories of philosophy written by European and American philosophers from the 17th century to the present day. It charts the shift from inclusive histories of philosophy, which included non-European philosophies, to exclusive histories of philosophy, which excluded and/or marginalized non-European philosophies, at the end of the 18th century. This shift was motivated by racial Eurocentrism, which cast a long shadow over histories of philosophy written during the 19th and 20th centuries. The (...) paper also considers recent attempts to produce a more inclusive history of philosophy. By examining the history of the inclusion and exclusion of non-European philosophies in histories of philosophy, this paper seeks to challenge the assumption that philosophy began and has been practised exclusively by European or western thinkers. Ong, Caroline There was once a strong belief amongst global HIV/AIDS organisations that the key to the prevention of the sexual transmission of HIV was condom use. Other measures such as abstinence and being loyal to one partner were seen as beneficial, but secondary. Thirty years later, the evidence is mounting that behavioural change is much more effective in halting the spread of HIV than condoms.

We investigate the association between controlling shareholders' ownership (CS_Own) and firms' leverage decisions in the Singaporean context. We examine whether the impact of ownership concentration on leverage differs across excess and lower control. We report that shareholders with excess control prefer leverage financing for an optimal capital structure and focus on value maximisation rather using leverage as a tool of minority shareholders' expropriation. Our analysis shows that firms capital structure significantly influences by the coalition of shareholders particularly decisions about leverage (...) financing in addition to the firms' specific characteristics and institutional arrangements. Our empirical evidence shows that controlling shareholders with a lower fraction of equity are more concerned about limited holding thus prefer leverage over equity financing to inflate their equity stake to protect them from the potential takeovers and mergers. We report that capital structure decisions in Singapore are linked with the trade-off between the controlling shareholders' target of mitigating firm risk and their non-dilution entrenchment needs. Further, we found an inverted U-shaped association between control ownership and leverage financing. In terms of moderating effect of family-controlled ownership, our findings exhibit that leverage financing is less pronounced for family firms in Singapore due to the under-diversified investment portfolio. COVID-19 often manifests with different outcomes in different patients, highlighting the complexity of the host-pathogen interactions involved in manifestations of the disease at the molecular and cellular levels. In this paper, we propose a set of postulates and a framework for systematically understanding complex molecular host-pathogen interaction networks. Specifically, we first propose four host-pathogen interaction (HPI) postulates as the basis for understanding molecular and cellular host-pathogen interactions and their relations to disease outcomes. These four postulates cover the evolutionary dispositions involved (...) in HPIs, the dynamic nature of HPI outcomes, roles that HPI components may occupy leading to such outcomes, and HPI checkpoints that are critical for specific disease outcomes. Based on these postulates, an HPI Postulate and Ontology (HPIPO) framework is proposed to apply interoperable ontologies to systematically model and represent various granular details and knowledge within the scope of the HPI postulates, in a way that will support AI-ready data standardization, sharing, integration, and analysis. As a demonstration, the HPI postulates and the HPIPO framework were applied to study COVID-19 with the Coronavirus Infectious Disease Ontology (CIDO), leading to a novel approach to rational design of drug/vaccine cocktails aimed at interrupting processes occurring at critical host-coronavirus interaction checkpoints. Furthermore, the host-coronavirus protein-protein interactions (PPIs) relevant to COVID-19 were predicted and evaluated based on prior knowledge of curated PPIs and domain-domain interactions, and how such studies can be further explored with the HPI postulates and the HPIPO framework is discussed. Accordingly, we initiated the (...) development of the community-based Coronavirus Infectious Disease Ontology in early 2020. -/- As an Open Biomedical Ontology (OBO) library ontology, CIDO is open source and interoperable with other existing OBO ontologies. CIDO is aligned with the Basic Formal Ontology and Viral Infectious Disease Ontology. CIDO has imported terms from over 30 OBO ontologies. For example, CIDO imports all SARS-CoV-2 protein terms from the Protein Ontology, COVID-19-related phenotype terms from the Human Phenotype Ontology, and over 100 COVID-19 terms for vaccines (both authorized and in clinical trial) from the Vaccine Ontology. CIDO systematically represents variants of SARS-CoV-2 viruses and over 300 amino acid substitutions therein, along with over 300 diagnostic kits and methods. CIDO also describes hundreds of host-coronavirus protein-protein interactions (PPIs) and the drugs that target proteins in these PPIs. CIDO has been used to model COVID-19 related phenomena in areas such as epidemiology. The scope of CIDO was evaluated by visual analysis supported by a summarization network method. CIDO has been used in various applications such as term standardization, inference, natural language processing (NLP) and clinical data integration. We have applied the amino acid variant knowledge present in CIDO to analyze differences between SARS-CoV-2 Delta and Omicron variants. CIDO's integrative host-coronavirus PPIs and drug-target knowledge has also been used to support drug repurposing for COVID-19 treatment. -/- CIDO represents entities and relations in the domain of coronavirus diseases with a special focus on COVID-19. Ontologies, as the term is used in informatics, are structured vocabularies comprised of human- and computer-interpretable terms and relations that represent entities and relationships. Within informatics fields, ontologies play an important role in knowledge and data standardization, representation, integra- tion, sharing and analysis. They have also become a foundation of artificial intelligence (AI) research. In what follows, we outline the Coronavirus Infectious Disease Ontology (CIDO), which covers multiple areas in the domain of coronavirus diseases, including etiology, transmission, epidemiology, pathogenesis, diagnosis, (...) prevention, and treatment. Mental health among students is one of the major concerns amidst the pandemic. Employing a correlational design, this study investigates the relationship between emotional intelligence and mental health among 152 senior high school students. Based on the statistical analysis, the r coefficient of 0.82 indicates a high positive correlation between the variables. The p-value of 0.00, which is less than 0.05, leads to the decision to reject the null hypothesis. The Protein Ontology (PRO; http://purl.obolibrary.org/obo/pr) formally defines and describes taxon-specific and taxon-neutral protein-related entities in three major areas: proteins related by evolution; proteins produced from a given gene; and protein-containing complexes. PRO thus serves as a tool for referencing protein entities at any level of specificity. To enhance this ability, and to facilitate the comparison of such entities described in different resources, we developed a standardized representation of proteoforms using UniProtKB as a sequence reference and PSI-MOD as a post-translational modification (...) reference. We illustrate its use in facilitating an alignment between PRO and Reactome protein entities. We also address issues of scalability, describing our first steps into the use of text mining to identify protein-related entities, the large-scale import of proteoform information from expert curated resources, and our ability to dynamically generate PRO terms. Web views for individual terms are now more informative about closely-related terms, including for example an interactive multiple sequence alignment. Finally, we describe recent improvement in semantic utility, with PRO now represented in OWL and as a SPARQL endpoint. These developments will further support the anticipated growth of PRO and facilitate discoverability of and allow aggregation of data relating to protein entities. (shrink)

Scottish philosophy and intellectual history have become the increasingly fashionable fields of academic studies. Alexander Broadie, one of the pioneers and an accomplished scholar of the Scottish Enlightenment, returns to the basic question, namely, “what is Scottish philosophy?”, and presents a comprehensive work on the history of Scottish philosophy. Broadie successfully elucidates the nature and significance of Scottish philosophy both historically and philosophically. He argues that Scottish philosophy must be studied in its historical context, for it is not only a (...) philosophical enterprise but also a persistent tradition which has united the Scottish nation for centuries. The advancements in science, literature, politics, and culture in Scotland would be extremely unlikely, if not impossible, without such an intellectual culture established by thinkers in that tradition. This article is intended as a review of Broadie’s A History of Scottish Philosophy in the background of his shifting academic interests from philosophy to history while he holds the professorship in University of Glasgow. His commitment to Scottish philosophical culture deserves the attention of contemporary historians and philosophers, for his work opens up a space for dialogue between intellectual history and history of philosophy, an issue addressed at the end of this paper. Sợ hãi là một trong những cảm xúc phổ biến nhất ảnh hưởng đến hành vi của nhà đầu tư cá nhân trên thị trường chứng khoán. Mặc dù nhiều nghiên cứu đã được thực hiện để khám phá tác động của nỗi sợ hãi đối với hiệu quả đầu tư và hành vi giao dịch của nhà đầu tư cá (...) nhân, nhưng vẫn còn rất ít thông tin về các yếu tố ảnh hưởng đến nỗi sợ hãi của nhà đầu tư cá nhân trong thời kỳ thị trường sụt giảm (hoặc những giai đoạn cực kỳ biến động). Vì thế, nghiên cứu này được thực hiện để tìm hiểu liệu các nguồn thông tin ảnh hưởng đến quyết định đầu tư của nhà đầu tư có ảnh hưởng đến sự sợ hãi của họ khi khủng hoảng xảy ra hay không. Nghiên cứu đã sử dụng phương pháp phân tích Bayesian Mindsponge Framework (BMF) trên bộ dữ liệu từ 1526 nhà đầu tư Trung Quốc và Việt Nam. Kết quả nghiên cứu chỉ ra rằng các nhà đầu tư tiếp cận các loại thông tin khác nhau khi đưa ra quyết định đầu tư sẽ ảnh hưởng đến tần suất phản ứng sợ hãi khác nhau. Cụ thể, các nhà đầu tư tham khảo thông tin từ chuyên gia hoặc tự phân tích khi đưa ra quyết định đầu tư ít bị đóng băng (biểu hiện của tâm lý sợ hãi) hơn trong thời kỳ thị trường sụt giảm. Ngược lại, những người đưa ra quyết định đầu tư dựa trên thông tin từ người quen hay bạn bè và trực giác sẽ bị đóng băng thường xuyên hơn. Kết quả nghiên cứu này giúp gợi ý nhà đầu tư cá nhân nên trang bị cho mình các kiến thức về tài chính cũng như tham khảo các ý kiến chuyên gia trên thị trường, hoặc những nguồn thông tin đáng tin cậy, khi đưa ra quyết định đầu tư. Bên cạnh đó, cơ quan quản lý thị trường cần có hoạt động phổ cập kiến thức về thị trường chứng khoán, hạn chế ảnh hưởng của các kênh thông tin không chính thống, và khuyến khích nhà đầu tư ít kinh nghiệm mua chứng chỉ quỹ của các quỹ đầu tư. The research utilized the Bayesian Mindsponge Framework (BMF) analytics on data collected from 1,526 investors in China and Vietnam. The study results indicated that investors prioritizing different types of information when making investment decisions would have different frequency of fear reactions. Specifically, investors who prioritized information from experts or conducted self-analysis when making investment decisions experienced less freezing (an expression of psychological fear) during market downturns. Conversely, those who based their investment decisions on information from acquaintances, friends, and intuition tended to experience freezing more frequently. (shrink)

Một bài điều tra hết sức công phu của Flavell et al., đăng lần đầu trên New York Times ngày 29-8-2023, đang dấy lên mối lo lắng cho tương lai nguồn nước ngầm ở Mỹ. Một hiểm họa môi trường thực sự lớn và hiển hiện chứ không ở đâu xa xôi. Trên thực tế, 90% lượng nước sử dụng giúp biến rất nhiều vùng đất Mỹ trở thành các trang trại, cánh đồng trù phú là nước ngầm. Vấn đề (...) ở chỗ, nước ngầm được hút lên để sử dụng canh tác nông nghiệp và sau đó không quay trở lại các mỏ nước ngầm. Tình trạng này kéo dài sẽ dẫn tới sự cạn kiệt vĩnh viễn nguồn dự trữ nước ngầm. (shrink)

Bài viết nghiên cứu tác động của lạm phát đến thị trường chứng khoán Việt Nam bằng mô hình GARCH. Kết quả cho thấy, các chỉ số chứng khoán thường đồng biến với chỉ số lạm phát. Tỷ lệ lạm phát càng cao, kéo theo chỉ số thị trường chứng khoán càng lớn. Bên cạnh đó, nhà đầu tư chứng khoán Việt Nam thường đầu tư bằng các khoản vay tín dụng ngắn hạn và sử dụng đòn bẩy tài chính, (...) dẫn đến nguy cơ thị trường và toàn bộ nền kinh tế thiếu ổn định. Trong một số mới xuất bản của PNAS (Viện hàn lâm khoa học Hoa Kỳ), các nhà nghiên cứu thuộc Florida Atlantic University đã công bố một nghiên cứu công phu, phát hiện thời điểm trỗi dậy của “cái biết có ý thức” (conscious awareness), một ý niệm rất quan trọng đối với quá trình nhận thức và phát triển ý thức của con người. Một ý nghĩa rất sâu sắc của kết quả nghiên cứu này có liên quan tới (...) thế giới tự nhiên, đa dạng sinh thái, và thời gian con người có thể trở nên khỏe mạnh tinh thần khi sống giữa thiên nhiên, tới mức tác giả Weir viết trên Monitor on Psychology [6]: “Thậm chí chỉ âm thanh của tự nhiên cũng có tính chất phục hồi sinh lực”. Như thế, những nỗ lực của con người bảo tồn không gian thiên nhiên, môi sinh và sự đa dạng sinh học, kiểu hình sự sống, cũng chính là bảo tồn nguồn gốc nhận thức, trí khôn, tiếp cận xử lý thông tin, mà những bạn trẻ 3 tháng tuổi trong nghiên cứu đã giúp chúng ta dần hiểu ra. Khi những thông tin từ môi trường được tiếp nhận, xây dựng, lưu trữ, và mở rộng thành các phạm vi ảnh hưởng chủ quan (subjective sphere of influence) trong tâm trí, nó sẽ giúp ta thực hiện các suy nghĩ và hành động có nhận thức rõ ràng, chuẩn xác, và hiệu quả hơn. Đây có lẽ cũng là cách chúng ta học hỏi và xây dựng hệ văn hóa, cũng như tiếp nhận tri thức và tạo ra sự đổi mới sáng tạo trong các khía cạnh của cuộc sống, cụ thể là khoa học công nghệ. Cho nên giá trị thật của không gian thiên nhiên, môi sinh và sự đa dạng sinh học, kiểu hình sự sống rõ ràng không thể nào chỉ tương đương với các món “khoái khẩu” hoặc là doanh số bán vé, thu dịch vụ khách tham quan tại các khu vực bảo tồn được. Câu hỏi “ong ở đâu ra” và giá trị sinh thái.

Loài người có một nỗi niềm rung động rất khó tả khi khai quật được những đồ tạo tác từ thuở xa xưa. Những ngành khoa học như cổ sinh vật học, hay khảo cổ học phản ánh chính sự tò mò và niềm khao khát hiểu biết quá khứ, lịch sử tiến hóa của thế giới tự nhiên. Ngành vật lý cũng dành rất nhiều công sức để tìm hiểu sự ra đời và tiến hóa của vũ trụ. Trong (...) đời sống xã hội, các ngành nhân văn còn có cả những ấn phẩm về lịch sử nghệ thuật, như Art History hay Journal of Art History. Với cùng suy tư và nỗ lực phục hồi giá trị nhân văn cho sự nghiệp bảo tồn đa dạng sinh học và tự nhiên, chúng tôi tìm được một bức ảnh về chim bói cá, được chụp cách đây gần một thế kỷ, của tác giả A. F. Skutch trên The Condor. Thật sự không dễ dàng để có được một bức ảnh sinh động, chân thực và gợi lên nhiều cảm xúc. Bức ảnh này có khả năng lay động tâm tư suy nghĩ của người xem và đánh thức lương tri vì một môi trường sống đáng sống. (shrink)

Ngày 10-9-2023, trong chuyến đi thăm Việt Nam của Tổng thống Hoa Kỳ Joe Biden, những tuyên bố và cam kết mạnh của ông về công cuộc chống tác động nguy hại của khủng hoảng khí hậu do Trái Đất nóng lên trở thành trọng tâm. Không có cách nào né tránh cả.” Có lẽ lời phát biểu này của Tổng thống Biden ở Hà Nội đã được tiếp lực bằng dữ liệu công bố mới nhất của cơ quan khí hậu Copernicus Climate Change Service thuộc Liên minh Châu Âu (EU) cho biết Trái Đất đã có 3 tháng liên tiếp đạt kỷ lục về nhiệt độ bình quân trong toàn bộ lịch sử dữ liệu. Cuộc khủng hoảng 2007-2008 nổ ra ở Hoa Kỳ kéo theo sự lao dốc của các thị trường chứng khoán các nước cho thấy tồn tại tác động lan truyền từ thị trường này sang thị trường khác. Mục tiêu của bài nghiên cứu nhằm kiểm tra mức độ lan truyền trong tỷ suất lợi nhuận và độ biến động tỷ suất lợi nhuận từ các thị trường chứng khoán phát triển (Hoa Kỳ và Nhật Bản) đến tám thị trường (...) các nước mới nổi (Ấn Độ, Trung Quốc, Indonesia, Hàn Quốc, Malaysia, Philippines, Đài Loan, Thái Lan) và Việt Nam. Nghiên cứu sử dụng các biến ngoại sinh là cú sốc từ thị trường Mỹ và Nhật Bản và hiệu ứng ngày trong mô hình ARMA(1,1)-GARCH(1,1) trên dữ liệu của các nước mới nổi khu vực châu Á và Việt Nam nhằm đánh giá tác động lan truyền. Nghiên cứu đưa ra một số kết quả như sau. Thứ nhất, hiệu ứng ngày tồn tại trên sáu trong số chín thị trường chứng khoán được nghiên cứu, ngoại trừ Ấn Độ, Đài Loan và Philippines. Thứ hai, tồn tại tác động lan truyền trong tỷ suất lợi nhuận giữa các thị trường với mức độ khác nhau, trong đó, Hoa Kỳ có tác động mạnh hơn đến thị trường Malaysia, Philippines và Việt Nam; ngược lại, Nhật Bản có hiệu ứng lan truyền cao hơn đến thị trường Trung Quốc, Ấn Độ, Hàn Quốc và Thái Lan; đối với thị trường Indonesia, hiệu ứng lan truyền từ Hoa Kỳ và Nhật Bản là tương đương. Cuối cùng, nghiên cứu không tìm thấy bằng chứng về hiệu ứng lan truyền trong độ biến động từ thị trường Hoa Kỳ và Nhật Bản đến các thị trường mới nổi khu vực châu Á và Việt Nam... (shrink)

Bài báo này tìm hiểu mối quan hệ tác động giữa tỷ lệ sở hữu nước ngoài và quản trị nước ngoài với hiệu quả hoạt động của các doanh nghiệp niêm yết tại Việt Nam. Số liệu được sử dụng trong bài được thu thập từ 314 doanh nghiệp hoạt động trong các ngành nghề khác nhau trong 4 năm, từ năm 2019 đến năm 2023. Bài báo thực hiện kiểm định Hausman và kết luận mô hình REM là (...) phù hợp với dữ liệu. Kết quả chỉ ra tác động tiêu cực của tỷ lệ sở hữu nước ngoài lên hiệu quả kinh doanh của doanh nghiệp. Tuy nhiên, nếu tỷ lệ sở hữu tăng đi kèm với việc nhà đầu tư nước ngoài tham gia quản lý công ty thì sẽ giúp doanh nghiệp phát triển tốt hơn. Điều này thể hiện ở phát hiện thứ hai của bài báo, là ảnh hưởng tích cực của quản trị nước ngoài lên hiệu quả hoạt động của doanh nghiệp. [This paper explores the relationship between foreign ownership ratio, foreign governance and performance of listed enterprises in Vietnam. Data were collected from 314 businesses in different industries from 2019 to 2023. Employing Hausman testing, it concludes that REM model suits the data. The results point out the negative impact of foreign ownership ratio on performance of those enterprises. However, if the ownership ratio increases while foreign investors participate in company management, enterprises will develop better.
